The Jacket Express Card is your official form of identification and an essential part of campus life. Every registered student is assigned a card during orientation. It should be carried at all times and presented upon request to any University official.
The Jacket Express Card is your key to campus-wide privileges. It provides security and ease of use. It is used to access many campus facilities, including residence halls, the rec center and library. It can be used for meals, books and numerous other items on campus, and allows admittance to numerous campus events and activities.
- Where to Obtain your Jacket Express Card

Every registered student is assigned a Jacket Express Card during orientation.
Cards can also be obtained during normal business hours at Campus Access Services, located at the Strosacker Union, first floor, next to the candy counter.
A signature and valid photo ID (i.e., driver's license) is required when picking up your Jacket Express Card.
If you lose your Jacket Express Card, visit Campus Access Services to obtain a replacement card. A fee will be charged for a lost card replacement. All lost cards become inactive at the time of replacement and cannot be reused.
- Jacket Express Meal Plans

Several meal plan options are available to commuters and residents. Each semester, a student's Jacket Express account is loaded with a predetermined number of meals and flex dollars. Flex dollars can be used for books and other on-campus purchases.
Students living in BW residence halls or BW apartments must carry a meal plan on their Jacket Express account. Commuter students have the option of choosing a meal plan or opening a flex dollars account.

- Your Account

Flex Dollar account balances are displayed on most card swipe devices on campus. Account information also can be obtained through Campus Access Services.
Students can request to add to their Flex Dollars account by completing an online form or stopping by in person at Campus Access Services.
To deactivate a lost Jacket Express card or view your account balance or transaction history, login on to myjecard.bw.edu. You can also view your meal plan balance for the week.
Any balance remaining in the student’s Flex Dollars account will be carried over from fall semester to spring semester. All student accounts will be closed at the end of spring semester or upon withdrawal from the school, and any remaining balance on these accounts are nonrefundable.
- Terms and Conditions

A Jacket Express Card account is available to each registered student. The card is the property of Baldwin Wallace University and has been issued for the card holder's use only. Proper identification and signature are required to obtain a card. The card is non-transferable. Lending the card to anyone or possessing another person's card is a violation of University regulations and will result in confiscation of the card and possible loss of privileges.
The University is not responsible for any loss, theft or misuse of the card. A fee will be charged for the replacement of a lost or stolen card. Cash withdrawals from a Jacket Express account will not be permitted. The Jacket Express account cannot be used for fines, dues, fees or memberships.
A Jacket Express account is not transferable and the card must be presented in person. Additional identification or signature may be required for certain purchases or account adjustments. The cardholder is responsible for any transactions that occur on the card prior to the account(s) closing.
Under normal conditions you will not be able to overdraw your Jacket Express account(s). If under certain unusual circumstances, an insufficient balance condition might occur and the condition is not cleared, the insufficient balance amount will be billed to the card holder's BW Student Billing Account.
The University will disclose information to third parties about the account holder's account or the transfer made only: (1) to comply with court orders or other applicable laws, or (2) if the account holder gives written permission.
The cardholder is responsible for reporting a lost or stolen card by phone or in person to Campus Access Services at (440) 826-2410 during business hours. After hours, contact BW Safety and Security Department at (440) 826-2336. The account holder will not be held accountable for any Jacket Express Card transactions once a card is reported lost or stolen. The account holder may be responsible for transactions occurring prior to reporting the card lost or stolen.
The terms of this agreement commence when the card has been issued and account(s) have been activated. The card and account(s) will expire upon termination of enrollment. The University has the right to stop card activity for financial or academic resolution.
Jacket Express account holders may request, between August 1 and July 31 of the current academic year, a printed statement of transactions by going to Campus Access Services in Strosacker Hall (Student Union). Jacket Express account balance information is displayed at most locations where the Jacket Express card is accepted and at my.jecard.bw.edu. Errors or inaccuracies with a car holder's account will be corrected in person at Campus Access Services.

Parking
Baldwin Wallace University has numerous parking lots on campus. There is ample parking, but having a parking permit does not guarantee availability of a parking space in the immediate vicinity of your residency, class, office or workplace. The responsibility for finding a permissible parking space lies with the vehicle operator, and inability to find a permitted space will not be accepted as justification for violating any of the enforced parking regulations.
- Student Parking

All students are eligible to receive a BW parking permit. Those who operate vehicles on campus are required to register their vehicles with Campus Access Services. Student parking assignments are based on class rank and student residency.
Students who only need a car for a few days each semester may apply for a temporary permit for $3 a day or $10 a week.

Accessible parking spaces are reserved close to access ramps and building entrances. BW students and employees may use state-issued handicap permits or University-issued temporary handicap permits in conjunction with BW parking permits only. The University verifies registered owners of University and state-issued handicap permits and requires a copy of the registration paperwork provided by the BMV to all state handicap permit owners. All permits, including handicap permits, are valid only for the individual use of the registered owner.
- Street Parking, City of Berea

All City of Berea parking regulations must be observed:
- No parking on the fire hydrant side of the street.
- No overnight street parking (2-6 a.m.) in the city of Berea.
- Check street signs carefully for parking designation or restrictions.
- Respect Berea residents' property. Do not obstruct driveways or park or walk on private property.
- Tickets issued by the City of Berea may be paid or appealed at Berea City Hall only.
- The City of Berea has established a business district which allows parking for patrons of the downtown establishments only. BW faculty, staff and students are prohibited from parking in this district while on the BW campus. Downtown Berea Parking Map
- 15-Minute Parking Spaces

Fifteen-minute parking spaces are located near each of the high-priority red-curb zones for short-term parking needs. These spaces are available to guests, employees and students with permits that are valid for parking in all student lots.
- Visitor Parking
-
Visitor permits are required for those attending conferences and other campus events requiring long-term parking. Conference coordinators are responsible for distribution of visitor permits.
Guests of students may park in student lots and need not obtain a visitor permit.Guests who receive parking citations for unregistered vehicles should follow the instructions on the parking citation. All tickets must be signed by the BW student visited and sent to Campus Access Services. BW reserves the right to limit guest parking during peak class time.
- Automatic Sanction

Parking permits, including accessible permits, are nontransferable. Any person who provides false information, registers a vehicle belonging to another student, illegally sells, transfers, alters, reproduces, or uses a permit not intended for his/her use may be subject to a fine and disciplinary action as well as possible towing. This could also result in loss of parking privileges and forfeiture of all parking permit fees.
- Citations

Campus Access Services is authorized to impose fines and/or sanctions for violation of these regulations, cause the removal of vehicles in violation at operator or owner's expense, refer the matter to disciplinary action, or any combination thereof. There is no parking:
- Against the flow of traffic
- In crosswalks and driveways
- On sidewalks or grass
- In an accessible space without an accessible permit
- In a blue curb zone (handicap access)
- Blocking another vehicle
- Outside of assigned area
- In a red curb zone
- Fines

Fines for Parking Violations
$15: No parking permit, improperly displayed, unauthorized lot, posted or reserved space, other
Fines for Safety Violations
$25: Obstructing drive/walk, double parked, loading zone, Union lot red curb zone
$50: Parking in/blocking handicapped access without appropriate permit
$75: If your vehicle is booted
$100: Parking, stopping or standing in a high priority red curb zonePayment of Fines
Fines are payable at the cashier's office in Bonds Hall. Please tell the cashier that payment is for parking fines; otherwise it will be credited to the general bill. All funds collected through parking regulations violations will be deposited in the Baldwin Wallace Scholarship Fund. The cashier's office is located at Bonds Hall, Room 117. Call (440) 826-2217.
- Appeals
-
Upon request, Campus Access Services will grant only one "courtesy appeal" for a parking violation ($15 fine) per academic year, issued to any student or employee with a valid BW parking permit, for any reason. All other appeals follow the process outlined below.
If you feel a citation was issued in error, you may appeal the citation in writing within 10 days of issue. If extraordinary circumstances are a factor, provide supporting documentation. Campus Access Services will review the written appeals, eliminating submissions that cite invalid reasons. Qualifying appeals are reviewed by the parking appeals committee. The committee is a peer review which bases their decision on the circumstances of the appeal and violations history of the appellant. Decisions are relayed via BW email. The decision of the appeals committee is final.
- Towing

All vehicles, including unregistered and guest vehicles, may be automatically towed or booted for the following violations:
- Blocking access, in any way, to fire hydrants, sidewalks, doors, reserved service parking or dumpsters
- Double parked or obstructing free access of another vehicle
- Parking on grass or anywhere outside a lined parking space that may impair public safety or damage property
